How to complain directly to the Magistrates Court
If you are aggrieved by a statutory nuisance you may complain direct to the Magistrates; Court under Section 82 of the Environmental protection Act 1990. The Magistrates will need to be persuaded that the problem amounts to a statutory nuisance. For this reason you will need to keep a written record of the dates, times and duration of the nuisance, a description of its nature and the extent of the nuisance it causes you in your home.
Before taking such action you should consult a solicitor or contact the Clerk to the Court for advice about the procedure.
