Apply for a Dual Driver Licence

Before you begin you should visit our Dual Driver Eligibility Criteria section to check if you are likely to meet the standard to become a Wealden Dual Driver.

Applying for Dual Driver Licences may take up to 12 weeks to determine as we are dependent on responses from external bodies.

If you wish to proceed with an application then you must follow the steps on this page.

Obtain DBS Disclosure

The first step is to obtain a DBS Disclosure.

Please contact the Disclosure and Barring Service (DBS) on 03000 200 190 and request an Enhanced Disclosure. You will need to supply our organisation reference number which is 20969500002.

Applicants are required to have read the DBS Enhanced Check Privacy Policy before making an application for disclosure and you will be asked to declare that you have read and understood how the DBS will process your personal data on your application form. The DBS will then send you a partially completed application form which you will need to complete and bring to an appointment with one of our Licensing Officers.

We strongly encourage all our drivers to sign up to the DBS Update Service. Signing up to this service will make it easier to renew your Dual Driver licence in the future. For more information or to register for the service please visit DBS Update Service (external link)

Book an appointment with a Licensing Officer

Once you have received your DBS application form you need to phone 01424 787550 and request an appointment with one of our Licensing Officers.

Complete your application and gather your documents

You will need to complete our Dual Driver Application Form

There are also a number of documents that we need to see to support your application so please start gathering:

  • Your partially completed application form from the DBS
  • Your current passport (or a UK birth certificate if you do not have a passport)
  • Proof of a right to reside and a right to work in the UK. Please see Dual Drivers and Immigration Act 2016 page for more details
  • Your current DVLA driving licence (which must have been held for 36 months unless you have taken an advanced driving assessment)
  • A completed DVLA Mandate
  •  A household utility bill not more than 3 months old
  • Your National Insurance Number
  • Your full address history for the last five years
  • A passport sized photograph
  • Details of any licences held with other Councils
  • Details of any criminal and motoring offences (including cautions and convictions, spent convictions and any pending prosecutions

Practical Driver Test Assessment

All new applicants must complete and pass the Private Hire/Hackney Carriage Practical Driving Test assessment. This assessment is more demanding than the standard leaner driver test and it contains elements that relate specifically to driving a Private Hire or Hackney Carriage vehicle.

Because this test is subject to an additional fee and we recommend that you wait until after your appointment with a Licensing Officer before arranging this.

Attend your appointment

Your appointment with a Licensing Officer will take place at our Bexhill office and is your opportunity to discuss your application and your likelihood of being accepted. At the end of the appointment you can decide if you wish to proceed with the application process.

The Licensing Officer will give you details of where you can take your Practical Driving Test and will advise you of any other steps you need to take to become a Wealden Dual Driver.

Make your payment

If, after your appointment, you decide that you wish to proceed with the application you will need to make your payment.

The DBS Disclosure payment needs to be made to Rother District Council and you can do so by visiting the Rother Online Payment System (external link)

Undertake a medical

After your appointment you will need to contact your doctor’s surgery and book a medical report appointment. We will need your doctor to complete our Dual Driver Medical Report Form

In certain circumstances it may be necessary to consult with the Council’s medical consultant in which case applications may take longer.

Take the Knowledge Test

All new drivers must pass our Knowledge Test. Details of the topics covered by the test can be found on our Knowledge Test page.

Withdrawn applications

Applications which are withdrawn for any reason will be subject to an administrative handling fee. Please see our Taxi Licensing Fees page for more details.
