If in the course of your business you make provision for the invitation or acceptance of bookings, within the Wealden area, for a Private Hire Vehicle then you will need a Private Hire Operator’s Licence from us.
In order to apply to become a Private Hire Operator you must:
- Be a “fit and proper” person, including an operating address within Wealden.
- Undertake a DBS check.
- Provide a character reference.
You do not need to hold any other Licence to be issued with an Operator’s Licence.
Fees are payable at the time of making an application and applications submitted without the correct fee will be rejected. Please see our dedicated fee page for more details.
New applicants are advised to contact the Licensing Support Team using the contact details at the bottom of the page to obtain details of how to make application for Disclosure to DBS and the documents required to support their application.
Once you have received your application for Disclosure to DBS you will need to contact the Licensing Support Team and make an appointment to see a Licensing Officer who will check and receive your application.
If you hold a current Dual Drivers Licence with us you may be exempt from the requirement to obtain a further Disclosure to DBS and you are advised to contact a Licensing Officer to discuss this.
Applications cannot be determined until response has been received from DBS and the process may take up to 6/8 weeks. You cannot operate as a Private Hire Operator until you licence has been determined.

Once licensed, we will normally write to you about 6 weeks before the expiry of your Operator’s Licence offering you the opportunity to renew it. You are reminded that it is your responsibility, not the Council’s, to renew your Licence and if you fail to do so before the its expiry then you will not be permitted to make provision for the invitation or the acceptance of booking until the Licence has been renewed.
As part of the renewal process you will need to make application for Disclosure to CRB and provide supporting documentation.
Once you are ready to re-new your Operator’s Licence you should email the Licensing Support Team using the contact details at the bottom of the page. They will make an appointment for you to see a Licensing Officer who will check and receive the application.
