Once licensed, we will normally write to you about 12 weeks before the expiry of your Dual Driver’s Licence offering you the opportunity to renew.
You should start making your arrangements to renew as soon as you receive your letter as you will not be allowed to work if you do not receive your renewed badge and paper licence before your current licence expires.
A renewal application submitted after the expiry date of your current licence will result in you being considered a new applicant and therefore you will not be able to work until your licence has been issued. You will also have to pass the Practical Driving Assessment Test and Knowledge Test, if you have not already done so, and to meet all other licensing criteria.
This page explains the steps you must take to renew your licence. You are reminded that it is your responsibility, not the Council’s, to renew your licence.
Obtain a new DBS disclosure
We strongly encourage all our drivers to sign up to the DBS Update Service. If you have already done so and you still have your original DBS Certificate then you will not need to complete a new application for disclosure. For more information or to register for the service please visit the DBS Update Service website.
If you have not signed up to the DBS Update Service you must telephone the Disclosure and Barring Service on 03000 200190 and request an application for Enhanced Disclosure, quoting our organisational reference number 20969500002. You will be sent an application form within 10 days which you must complete and bring with you to your appointment with a Licensing Officer.
Undertake a Medical
You must contact your doctor’s surgery and book a medical report appointment. We will need your doctor to complete our Dual Driver Medical Report Form.
Complete your application and gather your documents
We will send you a copy of our renewal form but if you have misplaced it then please download our Dual Driver Renewal Form .
We will also need to see original copies of the following documents so please start gathering:
- A current passport (or a UK birth certificate if you do not have a passport)
- Proof of a right to reside and a right to work in the UK. Please see our Dual Drivers and Immigration Act 2016 page for more details.
- A current DVLA driving licence (valid photo card)
- A current DVLA mandate and print out
- A household utility bill not more than 3 months old
- Passport sized photograph
- Full address history for the last five years
- Proof of National Insurance Number
- Details of licences held with other Councils
- Details of any criminal and motoring offences/cautions/convictions (including spent convictions) and any pending prosecutions
Attend an appointment with a Licensing Officer
You must make an appointment to see a Licensing Officer in our Bexhill office at least eight weeks before you current licence expires. You will need to bring your completed DBS application (if appropriate) and copies of all the documentation listed above.

Please make your appointment in good time as we are often fully booked. Do not attend without an appointment as you will not be seen.
Make your payment
You can now make all your taxi licensing payments online and making your payment before coming in for your appointment will help your appointment run smoothly. You can make payment for your application by visiting our Make a Dual Driver Payment page.
If you need to obtain a new DBS Disclosure you will also need to pay for this. DBS Disclosure payments need to be made to Rother District Council and you can do so by visiting the Rother Online Payment System.
Please bring copies of your payment receipt(s) to your appointment. We are perfectly happy to look at electronic copy on your phone so there is no need to print them out.
Incomplete or withdrawn applications
Incomplete applications or applications not accompanied by the required fee will not be accepted.
Applications which are withdrawn for any reason will be subject to an administrative handling fee.
